Red Bull will be using Honda engines in 2019. 
They'd be better off using either Mercedes power (like Williams) or Ferrari power (I know one of the other teams uses Ferrari power units, Sauber perhaps?). If they use Honda power then expect them to slip down the rankings very quickly

Honda have been poor (certainly in regards to straight line speed) ever since F1 went with the hybrid engines, with the energy recovery system, so I highly doubt they will improve...
Just remember back to Spa 2017. Sector 2 was fine for the Honda's, however Sectors 1 and 3, with long straights, were very poor indeed, with the qualifying only being as good as it was because one of the McLaren drivers gave the other one a tow up the straights, to try and close the deficit. Of course, that couldn't happen in the race, so the McLaren Honda's slipped backwards.
