Is this the best like for like replacement of 35W (and similar) low pressure sodium lamps?

They are relatively modern 36W PL style fluorescent tubes in a long thin enclosure - so pretty similar in appearance to the older low pressure sodium lamps (but with a more modern look, and a nice bright yellow/white glow instead of dull orange). They are also similar in power consumption also.
Our road was converted from orange low pressure sodium to these fluorescent lamps. Whilst the fluorescent lamps may be slightly dimmer than the sodium ones, the better light output makes up for this - and as such, these are ideal replacements (if an LED is not required).
Of course, LED lamps are the way to go, but this sort of fluorescent lamp is equally viable for replacing smaller low pressure sodium streetlights.
