All I can say is: poor ol' Spotty.

He told me just yesterday that you banned his IP address on his mobile phone. Is that true? In which case, no one who uses Virgin Mobile in East Northamptonshire will be able to connect to your site!

If you're going to ban someone, check their IP address and make sure that it doesn't belong to either an organization (such as a school, library or university) or a mobile service (i.e. EE Mobile, Three UK, Virgin Mobile etc) - or else you'll affect innocent users (like me) as well!
